In the media: Richard Hill interviewed by Le Temps

Richard Hill, our vice-Chair External, has been interviewed by Le Temps in connection with the Internet Governance Forum.  As Richard points out, the IGF is a space for discussion, but not decision-making.  One of the topics raised at this IGF was Microsoft’s proposal for a Digital Geneva Convention.  Richard points out that, while the idea of a treaty that would bind states not to stockpile vulnerabilities and to disclose them so they can be corrected, is controversial at present, another element of Microsoft’s proposal is less controversial.  That element would be an neutral attribution organization that would analyze cyberattacks and publish the evidence regarding their source.  Richard said that, in his opinion, such an organization could be based in Geneva and that it was not irrealistic to think that it might come to be.
