Open and Big Data are hot topics in Switzerland as in the rest of the world. Data of the most diverse kinds is considered as “the raw material of the information age” and is therefore in great demand. However, misuse and interlinking of personal data are being confronted; self-determination and data sovereignty are demands which are being made more and more frequently. Can Switzerland develop a data policy which suits all stakeholder groups and which meets all requirements in terms of access, use, security and control? |

Blocking is being increasingly demanded to combat a multitude of misuse; against banned pornography, gambling, phishing, malware, spam through to infringements of copyright. For some, such blocking is the beginning of the end of information freedom – others see it as a necessary and expedient means of enforcing the law on the internet and providing protection. Where do the responsibilities lie – with the authorities, ISPs or users? Who decides, who controls, what level of transparency – and what options do users have to contest blocking? |

Format and organisation:
- No panels (split between experts and audience) in the usual form; this format was well received in 2015,
- All sessions will be led and animated by co-moderators (with wireless microphones),
- Input statements (approximately 5 min.) by invited and briefed experts will be presented to the hall as an introduction to the respective topic,
- Experienced co-moderators are responsible for ensuring that an interactive debate takes place as early as possible,
- Written statements (including longer ones) by experts can be brought in, photocopied and distributed in advance (this would also be useful for interpreters),
- Additional materials can be presented on an information table in the foyer (additional background information, flyers, etc.).
As last year, the Swiss IGF 2016 will be held in three languages – German, French and English – with simultaneous translation (except for workshops).
