National Council decides for efficient CSAM removal
Today, the National Council (big chamber of the Swiss Parliament) has approved unanimously a new article, that was drafted by the ISOC-CH Head of Public Policy, Bernie Höneisen, and revised by ISOC-CH member, Simon Schlauri, and aims to improve the situation with efficient removal of Child Sexual Abuse Material (CSAM).
The following provision shall be added to the Swiss Telecommunications Act as article 46a clause 1bis (text not available in English):
Zwecks zeitnaher und weltweiter
Entfernung von Informationen mit por-
nografischem Inhalt nach Artikel 197
Absätze 4 und 5 des Strafgesetzbuchs
koordinieren das BAKOM, das
Bundesamt für Polizei und die zuständi-
gen Stellen in den Kantonen geeignete
Massnahmen. Dazu können von dritten
betriebene Meldestellen sowie Behörden
im Ausland beigezogen und unter-
stützt werden. Der Bundesrat regelt die
Einzelheiten.
Lets hope the council of states (small chamber of the Swiss parliament) will also approve it.
Unfortunately, the responsible committee (CTT-N) and the National Council decided also to hold on network blocking, in spite to the fact that network blocking causes more damage than benefit. Even for victims of misuse network blocking is counter-productive and may prolong the suffering of yet unknown victims.
